NOTICE

Indian Council of Philosophical Research, New Delhi invites proposals in the prescribed format (available at http://www.icpr.in/download/ ) from Departments of Philosophy and also from scholars affiliated with Universities, Colleges and Academic Institutions from the North East Region of the country for getting financial assistance for the following programme :

1. SEMINAR/SYMPOSIA WORKSHOPS/DIALOGUE – In order to provide an opportunity for scholars to express their views and interact with other scholars, ICPR invites application from philosophy

departments and research institutions from north eastern region for national and international seminars on a variety of themes and topics in philosophy and interdisciplinary studies. It also gives grant to organize seminars/symposia/ workshops/dialogues etc.

2. REFRESHER COURSES – The Council provides financial assistance in organizing Refresher

Courses on different philosophical themes for the college and university of the north east region of the country. The aim of these courses is providing an opportunity to the teaching staff and scholars to augment and refresh their knowledge. These courses may be up to 3-tier courses, viz. as initial, intermediate and advanced courses.

3. PROJECTS GRANTS – ICPR invites application for the Project Grants in following categories :

4. TRAVEL GRANTS – The Council invites application for partial travel assistance (for abroad) to Indian scholars in the field of philosophy and interdisciplinary studies for participating in international

conferences/symposia/seminars etc. Normally, the financial assistance is limited to 50 percent of the total cost of airfare to and fro. This provision is made for teachers of philosophy in universities and colleges. A scheme with rules and regulation regarding the eligibility criteria and procedure at enclosed with this

circular.

5. BOOK GRANTS – Council has initiated a scheme for providing book grants to promote research and teaching in Philosophy and allied disciplines.

In this scheme ICPR provides its publications to various educational institutions including professional institutions where Philosophy is being taught or proposed to be taught and is not having philosophy books for the reference of the student/researchers.

The proposal applications in the prescribed format complete in all respects and forwarded through proper channel should reach the undersigned by 30thJune 2011.

Reg : Promotion of Teaching and Research in Philosophy in Professional Institutes

Sir/Madam,

The Indian Council of Philosophical Research (ICPR) intends to engage in the programme of integrating an awareness of the basic ideas of Philosophy into the educational curriculum of professional institutions of India. The idea is to lend an orientation of reflective awareness so urgently required to enable intellectual and attitudinal development of the young minds otherwise\ singularly involved in the study of highly specialized professional programmes.

Philosophy is in the best position to cater to the cultivation of awareness of the deeper dimensions concerning (a) the technology and the human condition, (b) the ethics of bio-medical research and technology, (c) law and morality, (d) mind and machine, (e) management and professional ethics, and such other issues. While these are specific applied ethical problems that concern every responsible citizen in pursuit of knowledge, there are more general and fundamental philosophical ideas that underpin the understanding of these specific issues. Examining philosophically the concepts of mind and matter, actuality and possibility, meaning and truth, fact and value, art and imagination and such other concepts form the foundation of reflective thinking in general.

ICPR makes an appeal to the professional institutions to consider this proposal with sympathy and understanding, and to express their opinion to the Council so that a definite plan of action can be undertaken and initiated. As a starting point, ICPR will volunteer to appoint a Philosophy expert to teach a course designed by it in any professional institution. Initially the remuneration will be paid by ICPR, and the concerned Institution is expected to provide local hospitality to the teacher along with minimum infrastructural facilitation. ICPR will also provide limited grants to the concerned institute for initiating the Philosophy programme, perhaps to make it part of its set of elective courses.

The IITs, Birla Institute of Technology, Pilani and a few such Institutions have already integrated Philosophy education into its curriculum through their respective departments of humanities and social sciences. Many other institutions of technology and management have also gone into the education of ethical and value-related courses. ICPR intends to take this tendency seriously and extend this trend towards a more comprehensive and systematic direction. It is hoped that this initiative will be an eye-opener to all the professional institutions, where the students will immensely benefit from the philosophically oriented insights they are likely to come upon through these courses.

In this regard proposals are invited from professional colleges of Engineering /Medical/ Law/ Management who are interested in starting philosophy courses from the next academic year 2011-12.

The complete proposal along with financial requirements may be sent to the undersigned so as to reach by July 4, 2011 at the latest. Those institutes who have already submitted their proposals against out last advertisement need not send fresh proposals.

International Conference cum Consultation:

‘REIMAGING THE FACE OF THE OTHER: DALIT CULTURAL POLITICS’

The Department of Philosophy of Arul Anandar (Autonomous) College, Karumathur, Madurai Dt, organises an international conference on Reimaging the Face of the Other: Dalit Cultural Politics. The Face of the Other is the philosophical coinage of Emmanuel Levinas which means ‘the other person’, whose face is either forbidden or forgotten and made-vulnerable to/through/in our cultural power relations (Foucault) and ideological apparatus (Althussar),   however the ‘face-of-the-Other is a living presence impossible to any reduction of finiteness of ideas, categories or images and in fact it is that which determines the face of oneself. It expresses itself in its refusal to be contained. The Other manifests itself by absolute resistance of its defenceless eyes, sustaining the power of hope, the momentous epiphany of the Other.  The infinite in the face of the Other brings into question my freedom, which is discovered to be murderous of the Social. The face presents itself, and demands justice. (Levinas)

Some such forbidden and humanising faces include the Afro Americans and the Jews mass-murdered in the context of Racism, the women in the patriarchy, the children of the destitutes and the deprived, the repatriates who are forced to leave their homelands, those whose lives are erased in ‘killing fields’ in South Asia and the minorities who are systematically erased due to the politics of majoritarian fundamentalism. Within the cultural context of India the face of the Dalit, is historically and culturally a forbidden face through the heavy layers of Casteism. The cultural politics of the dominant tactfully forbids the human face of the Dalits and it remains to be continuum, determining the cultural politics of India. However, hopefully the affirmative action to Dalit Justice is continuously strengthened by the relentless struggles and contributions spearheaded by Buddha, Dr. Ambedkar, Phule, EVR Periyar, Retamalail Srinivasan and many other social activists and intellectuals.

To this context, the question is (i) how or on what philosophical, social and ethical grounds  the intellectual re-image the face of the despised Dalit in the direction of freedom and restoration of their identity. (ii) How in what manner Dalits in relations to the other Faces strive to restore and reconstruct their identity and dignity. (iii) Most importantly what is the role and contribution of social and philosophical thinking to the ‘imaging’ and re-imaging of the Dalit face in terms resistance to social slavery and deprivations and recast its humanising face of Indian society.

  • The conference is a CALL to respond positively to these above interrelated and expandable queries.
